Millerstown Borough Council Meeting Minutes February 2, 2026 Those in attendance: President Rob Shipp, Vice President Kevin Hertzler, Council members Rich Fegley, Tim Ritzman and Donna Showers. Mayor John Kerns, Secretary Karen Knellinger, Plant Manager Jared Wagner and Operator Brycen Little. HRG Engineer Isaac Underhill, Solicitor Bill Dissinger and Zoning Officer Tim Reilly. President Shipp called the meeting to order at 7:00 pm. Public and Private Concerns Sign ins: None The reorganization meeting minutes were emailed and reviewed. Councilmember Ritzman made a motion to approve the minutes as presented. Councilmember Showers seconded the motion. Approval was unanimous. The minutes from the regular meeting were emailed and reviewed. Vice President Hertzler made a motion to approve the minutes as presented. Councilmember Fegley seconded the motion. Approval was unanimous. The bills/receipts/expenditures were reviewed and discussed. Councilmember Fegley made a motion to approve the bills as presented. Councilmember Ritzman seconded the motion. Approval was unanimous. Street Committee Report Jared advises the plowing went well. They need to replace a taillight lens on the pickup from a post at the cemetery. The Mahindra tractor has a blown hydraulic line; he will have a replacement made. He also wants to purchase a block heater since it has been so cold, it will not start. The preliminary cost is a few hundred for the kit and then installation. Council approved. Sewer Committee Jared advised no word on the sludge pump repair. They will switch them out when it is returned in warmer weather. Water Committee Report The chlorine pump was rebuilt for $825 and will be used as a backup. Jared has Pa Rural Water coming to help locate the water main leak at Nace and Poplar Street. He thinks it is somewhere between the Poplar intersection and Sunbury, this would be the second time at that location. The broken heater in the chlorine building still needs to be repaired. Finance Committee Report An email was received we were not approved for the CFA grant for the secondary well source project. There were 913 applications and 440 projects were awarded. Isaac advises we may be able to apply again in the future. The DCED auditors will be at the office all day this Wednesday to finish up field work. Solid Waste Committee Report No report from Chair Showers other than they ran one day late due to the snow. Solicitor’s Report Solicitor Dissinger is working with Zoning Officer Reilly to develop a more readable zoning map. Engineer’s Report Isaac advises no new land development plans. They requested additional documents from Genesse Valley Construction, LLC for the sewer rehab contract. They will be reviewing, finalizing and issuing a notice to proceed once everything is received. EPA is currently completing a NEPA Review which needs to be done before the grant award. We did not get the CFA grant for the second well source as mentioned prior. Zoning Permit Zoning Officer Reilly advised no permits for December. Mayor’s Report Mayor Kerns has no report other than he heard good comments about the recent plowing. Old Business JVB had Burkholders remove the snow mound they piled in the square. New Business There will be an Ice Jam Webinar from the Army Corp of Engineers on 2/5 and 2/6. America250 meetings will be held every month usually at the Perry County Courthouse. The 4/19 meeting will be at the Newport Life Center, limited seating is available so anyone interested must RSVP. A flyer from Perry County Conservation requesting a donation for Electronics Recycling for 2026 was presented. Council failed to hear a motion. No action taken. A sidewalk grant from PeCoEDA for $15,000 is available. The application deadline is May 15 and all work must be completed by November 30. Teresa Hunker, MCSI President, was soliciting ideas on Facebook for the project through MCSI. They will need to have approval from the Council for the project prior to applying.
